Sort of excusable since Disney released a number of spinoff comics featuring the subtitular son of Lady and Tramp in the original film's time, but is fairly formulaic like the many other direct-to-video Disney animated sequels released during the Eisner era, and is far more excruciating for older audiences than its predecessor.
